If you receive the error message "The clipboard cannot be empty" in Excel 2007, this blog post should help you. If the Microsoft Office Clipboard does not appear on the taskbar, choose Office Clipboard from the Edit menu. In the Office Clipboard task pane, do one of the following: To remove all items, click Remove All. If you cannot find the clipboard, close the Excel sheet and reopen it. This will solve your problem.

This has been a problem in Excel for some time now. (In fact, this issue seems to occur in several different Office applications, not just Excel.) It seems to be more common in earlier versions of Excel than Excel 2007, but has also been reported in later versions.

Apparently Microsoft has started to listen to Excel users complaining about this annoying error message. As mentioned in the second article above, in 2016 we made “some improvements for Office 365 users so thatIf this error message appears only once for an instance of Excel. " A quick Google search for the error message reveals that it still appears occasionally in recent versions of Excel.
Basically, you can fix this problem by figuring out which program (Windows add-in or third-party software) is interfering with Excel's clipboard. You can do this by starting Windows from scratch (no other programs running in the background). Add programs one at a time until the problem recurs. Then you can determine if you want to use the faulty program or not.
